House Bill 4138: Criminal Justice Reform in Michigan

The Michigan Department of Correction’s budget this year tops $2 billion. The state spends about $35,000 a year for each of the 42,000 inmates behind prison walls. The costs are high, especially compared to other states in the Great Lakes region. Now, politicians on both sides of the aisle are calling for change. House Bill 4138 could be one of the initial steps toward it.
